I've applied all the hunks that I gathered were necessary and rolled a 
tarball. Could you, please, try if 
<ftp://ftpthep.physik.uni-mainz.de/pub/kreckel/cln-1.1.12-pre.tar.bz2> 
works on MinGW (statically only, I suppose)?
