[GiNaC-list] "make html" and "make pdf" don't work?

To build the reference you need to have the doxygen utility (see 
http://www.stack.nl/~dimitri/doxygen) installed.
If you are running Ubuntu, you can just install the doxygen package
with you favourite APT frontend.

However, the failure you have noticed _is a bug_. I'll post a patch to
fix it *really soon*.
