cln/ginac under win32

I have built and tested latest cln and GiNaC on NT4 using cygwin. Not quite
what you wanted, but ..

Get latest gmp.  configure; make; install

cln-1.1 needed a couple of tweaks to configure and install correctly.  All
the set up is on another computer.  From memory:
 * the include and library paths for gmp needed to be set to /usr/local,
 * a directory or two needed to be created to build with srcdir != builddir


GiNaC then configured and built without problem.
