Because this patch depends on a32a30d8ccdd0eb945b8180c8fe82d154e9280de
("Allow user to disable GiNaC::compile_ex"), which in turn depends on
other patches.

Unfortunately your changes have no effect, since configure.ac in 1.4 branch
does not use GINAC_EXCOMPILER macro. Could you please revert your changes?
I'll backport necessary stuff tomorrow.
